This is a holiday morning race, so the whole day has somewhere to be afterward. The timing is built around the town's parade, which starts not long after the finish line closes down. Awards and a raffle wrap up before the parade kicks off, so the race is genuinely part of the holiday, not just adjacent to it.
Packet pickup the evening before happens at the Buena Vista Splash Pad, which is a useful landmark if you are coming in from out of town. Race-morning pickup and registration open early and close before the start, so plan to arrive with time to spare rather than cutting it close.
